[client] Group the netsweep dial API and the Android network hooks
Move the Dial type and its Ctx/Release methods above the Sweeper in netsweep.go, and relocate SetNetworkAvailable / NotifyNetworkChange below GetTunSettings in the Android binding. Pure code moves, no behavior change.
