[client] Bump the wireguard-go fork to f6c41ca

Picks up three changes merged on the fork since 2834beb:

- #18 disable gVisor TCP RACK loss detection on Windows
- #19 make netTun.Close idempotent, so a second close no longer panics the
  whole process (NET-1609)
- #20 stop an exhausted buffer pool from wedging peer removal: a keepalive no
  longer blocks on the pool, and the data path no longer resets the
  handshake-attempt counter, so a peer that cannot handshake gives up after
  ~90s and releases the packets it staged

The proxy runs with a capped pool (NB_PROXY_PREALLOCATED_BUFFERS), which is the
configuration #20 addresses; every other build uses an unbounded pool and is
unaffected by it.
