Drop the harness lazy-connection override
The nightly breakage this worked around is being fixed properly at the product level (lazy connection warmup, PR #6767), so the harness no longer needs to force eager peer connections. Until that PR merges, live e2e runs on this branch will time out in WaitProxyPeer again — re-run after it lands.
