54f789bd55 fix(server): DriveFileEntityService.getPublicUrl調整 
- 外部MediaProxyではビデオのサムネイルを生成できないので外部に投げない
- thumbnailUrlが存在しない場合、画像の場合はプロキシで圧縮させる
