* refactor/miLocalStorageのメソッドに戻り値追加

* refactor/miLocalStorageのキーとしてdebugがconfig.tsに存在するので追加

* fix/JSON.parseにnullは入らないのでnullの時は分岐させてnullにする

* fix/型のためにlangがnullの時はhtmlの言語の設定をしない
