Mohd Quamar Tyagi 03d0496f94 fix(blueprints): include resource name in blueprint health check names ...

Health checks created from blueprints were named only ${targetData.hostname}:.
In contrast, health checks created via UI/API are named Resource  - :,
which makes it possible to identify which resource triggered health check alerts.

Include the resource name in blueprint health checks on creation and update (matching the UI/API
format), allow optional override via TargetHealthCheckSchema.name, and detect name changes in
checkIfHealthcheckChanged.

Fixes #3959.
